When it came down to it Virginia ranked 1st and Arkansas was last. Iowa had a Top 20 ranking at 16 due being 8th in % of Adults Who Voted in 2024 Presidential Election, 10th Volunteer Rate, 1st in Civics Education Requirement, among other metrics.
